Security tokens (STOs) are emerging as a key engine to push the Kosdaq past the 3,000-point milestone. Following legal changes and regulatory reviews, the focus has shifted from legislation to building practical infrastructure for tokenized securities.

The government and the ruling Democratic Party of Korea (DPK) are reviewing measures to foster corporate finance-oriented security token offerings (STOs). This is seen as a way to expand capital-raising options for small and venture firms. STOs incorporate fractional investment into the formal financial system through blockchain-based infrastructure, allowing shared ownership and profit rights in real-world assets like real estate and art.

With the legal groundwork for STOs finalized last month, industry participants agree that the focus must now shift to constructing practical market infrastructure. Recent amendments to the Capital Markets Act and the Electronic Securities Act aim to institutionalize tokenized securities and provide explicit legal recognition for distributed ledger technology. This paves the way for tokenization and over-the-counter trading of a wide range of real-world assets within the regulatory framework starting in January 2027.

The DPK’s special committee on KOSPI 5,000 is considering STOs as a new fundraising channel for small and venture companies. This could allow unlisted startups to raise growth capital through STOs before transitioning to a Kosdaq initial public offering. Other ideas include improving liquidity by tokenizing assets such as real estate or intellectual property held by Kosdaq-listed companies.

The Financial Services Commission (FSC) is accelerating the rollout and pilot testing of blockchain-based security infrastructure. Globally, STOs are advancing at a fast pace, with initiatives like the New York Stock Exchange developing blockchain-powered platforms for 24-hour trading of tokenized equities and exchange-traded funds with near-instant settlement using stablecoins and other digital assets.

However, in Korea, progress on key infrastructure has stalled amid debates over fairness, raising fears that the country may miss a critical window of opportunity. An industry official emphasized that while Korea has cleared the legal hurdle by legalizing STOs, the race now is about execution and speed. Activating circulation infrastructure that allows real capital to flow and creating products that connect growth funding with small and venture companies are crucial.

The Kosdaq closed at 1,144.33 on Tuesday, up 45.97 points or 4.19 percent.
