A proposal to update the Foreign Agents Act, a law that dates back to 1979, has gained significant support. Retired Supreme Court justice Antonio Carpio advocates for stricter penalties and mandatory registration for individuals involved in political activities suspected of foreign influence. He argues that these measures are essential to prevent manipulation of public opinion, particularly regarding territorial disputes like the South China Sea issue.

The current law imposes fines and prison sentences for those who fail to register their political activities. However, Carpio believes that stronger enforcement and transparency are crucial to counteract the influence of these 'trolls' and protect national security.
