A former high-ranking official in Ukraine's energy sector has been accused by the country's anti-corruption agency of involvement in a multi-million dollar offshore money laundering scheme. Herman Halushchenko, who served as Energy Minister between 2021 and 2025 and briefly as Justice Minister until last year, is alleged to have facilitated kickbacks and hidden proceeds from a $100 million bribery plot at the state nuclear company Energoatom.

The 'Midas' corruption case, which has been ongoing since late 2022, reached a significant milestone with Halushchenko's arrest earlier this year. The case has implicated numerous individuals within President Volodymyr Zelenskyy's inner circle, including his former confidante and powerful chief of staff, who resigned due to the scandal.

National Anti-Corruption Bureau (NABU) has revealed that over $7 million was transferred through a complex offshore scheme involving co-conspirators. The funds were used for various purposes, including the education of Halushchenko's children in Switzerland and investments that generated additional income for his family.

The case has been supported by collaboration with 15 foreign jurisdictions, and investigations continue to uncover more details about the individuals involved. While President Zelenskyy has managed to avoid direct involvement thus far, the unfolding scandal poses a significant challenge to his administration's credibility in the ongoing fight against corruption.

Volodymyr Fesenko, a Kyiv-based political analyst, notes that while the case remains unresolved, it has the potential to impact Ukraine's efforts towards EU membership and its international reputation. The 'Midas' case highlights the depth of corruption within Ukrainian politics, even amidst the ongoing conflict with Russia.

Halushchenko denies any wrongdoing and has not responded to requests for comment. His legal situation remains under scrutiny as the investigation continues to unfold.
