UN Demands Independent Probe After Apparent Execution of Unarmed Palestinians in West Bank

The United Nations human rights office has voiced profound condemnation regarding the recent killing of two Palestinian men in the occupied West Bank by Israeli security forces. Eyewitness video footage, described as appalling by the UN, reportedly shows the men appearing to surrender while unarmed before being fatally shot. This incident, which the UN labels an "apparent summary execution," occurred during an Israeli raid in Jenin on Thursday.

A Call for Independent Investigation

Jeremy Laurence, spokesperson for the UN human rights office, addressed a news briefing in Geneva, expressing deep concern over the "brazen killing" of Al-Muntasir Abdullah, 26, and Yousef Asasa, 37. Palestine TV news footage reportedly corroborates that both men were unarmed and in the process of surrendering at the time of the fatal shooting.

While the Israeli military and police issued a joint statement announcing an investigation, Laurence underscored the UN's concern about a pervasive lack of accountability for such killings in the West Bank. He noted that even when investigations are initiated, they rarely lead to meaningful consequences. "There are mechanisms, there's rule of law, there's due process and ways in which you handle cases. The solution is not to pull a gun and shoot," Laurence asserted.

Contrasting Narratives and Political Backing

Israeli authorities, in their joint statement, identified the deceased as "wanted individuals affiliated with a 'terror network' in the area of Jenin." However, they provided no specific accusations or evidence to substantiate this alleged link.

Adding to the controversy, Israeli National Security Minister Itamar Ben-Gvir publicly endorsed the actions of the military and police unit involved. On social media platform X, Ben-Gvir declared his "full backing," stating, "The fighters acted exactly as expected of them — terrorists should die!"

The UN's Laurence deplored these comments, warning that such statements from senior officials compromise the credibility of any internal review or investigation not fully independent of the government. Sarit Michaeli, international director for the Israeli human rights group B’Tselem, echoed this sentiment, emphasizing the critical need for international intervention. She argued that internal investigations are unlikely to hold "Israeli policy makers — both politicians and high military officials" accountable for their roles.

Escalating Violence in the West Bank

This incident is not isolated. Just last week, Israeli forces reportedly killed two Palestinian teenagers, aged 16 and 18, during a raid near Ramallah. Israeli police claimed the individuals posed an "immediate threat" during an operation where forces were allegedly attacked with stones and fireworks, though no evidence was presented.

The West Bank has witnessed a significant escalation in violence following a truce deal in Gaza last month. Although a ceasefire between Israel and Hamas was expected to halt fighting from October 10, Gaza health authorities have continued to report deaths from Israeli attacks, with at least 347 Palestinians killed and nearly 890 injured during this period. Three Israeli soldiers have also died.

The broader conflict ignited in October 2023 after a Hamas-led attack on southern Israel resulted in approximately 1,200 deaths and 250 hostages, according to Israeli figures. Israel's subsequent military response in Gaza has led to nearly 69,000 Palestinian deaths and widespread destruction, as reported by local health authorities.

Palestinians in the West Bank have also experienced tightening military restrictions and a surge in attacks by Israeli settlers over the past two years, severely impacting their freedom of movement.

UN Calls for Accountability

Since October 7, 2023, the UN human rights office has documented an alarming 1,030 Palestinians killed by Israeli forces or settlers in the West Bank and East Jerusalem, including 223 children.

Laurence reiterated the high commissioner's urgent demand for "an independent, prompt and effective investigation into the killings of Palestinians." He stressed that "impunity for Israel security forces' unlawful use of force and ever-growing Israeli settler violence must end," and those responsible for violations must be held to account.
