French authorities have apprehended three individuals in Paris on suspicion of espionage and disseminating Russian war propaganda. The arrests are part of a broader investigation into a French-Russian association named SOS Donbass, according to prosecutors' statements on November 25. This development comes at a time of heightened concern across Europe regarding Russian interference, as Western nations frequently accuse Moscow's intelligence services amidst the ongoing military conflict in Ukraine.
Key Suspects and Allegations Unveiled
Among those detained is a 40-year-old Russian man, who was reportedly captured on video surveillance footage in September placing pro-Russian posters on Paris’s iconic Arc de Triomphe. Following this act, he allegedly made a phone call to the head of the SOS Donbass association, a 40-year-old woman of Russian origin. This woman is currently under suspicion by French counter-espionage officials for attempting to extract economic intelligence from French company executives.
The woman has been under the scrutiny of France's domestic intelligence service, the General Directorate for Internal Security (DGSI), since at least the beginning of the year. The DGSI initiated a probe after detecting "actions likely to harm the fundamental interests of the nation" linked to her activities. Consequently, an investigating magistrate was appointed in March to delve into various alleged offenses, including "collusion with a foreign power," an offense punishable by up to 10 years in prison.
SOS Donbass: Humanitarian Front or Espionage Hub?
SOS Donbass publicly identifies itself as a humanitarian organization, claiming to provide aid to civilians in Ukraine's eastern Donbas region, an area partially controlled by Moscow. However, French authorities suspect it may be serving as a front for espionage and propaganda efforts.
Further Detentions and Oversight
The third individual taken into custody is a 63-year-old man, a native of Seine-Saint-Denis, a northern suburb of Paris. A fourth suspect, aged 58, was spared pre-trial detention but has been placed under strict judicial supervision, requiring weekly check-ins at a police station.
