This decision paves the way for a court hearing regarding an arrest warrant for Choo, who faces serious allegations tied to former President Yoon Suk Yeol's controversial attempt to declare martial law.
The core of the accusation against Rep. Choo centers on his alleged obstruction of legislative processes. Specifically, a special counsel team asserts that Choo played a pivotal role in an "insurrection" by preventing fellow PPP lawmakers from participating in a critical parliamentary vote aimed at lifting Yoon's martial law decree. This alleged interference is considered a key factor in impeding the resolution of the martial law declaration.
Under South Korean law, sitting members of parliament are granted immunity from arrest while the National Assembly is in session. This immunity can only be lifted with the explicit approval of the legislative body itself, making Thursday's vote a crucial procedural step.
During the parliamentary plenary session, the arrest motion passed with a decisive 172 votes in favor, four against, two abstentions, and two invalid ballots. Notably, all PPP lawmakers, including Rep. Choo himself, boycotted the vote, underscoring the political divisions surrounding the issue.
Further details reveal that Choo is accused of deliberately changing the location of an emergency party meeting on the evening of December 3, the very night former President Yoon Suk Yeol declared martial law.
