A significant law enforcement operation has led to the arrest of 25-year-old Luqmaan Khan, a Delaware resident, on suspicion of plotting a violent attack against the University of Delaware. His apprehension last week, following a routine traffic stop, unveiled a chilling collection of firearms, tactical equipment, and meticulously detailed assault plans.

Traffic Stop Uncovers Alarming Evidence

The sequence of events began when police officers observed Khan operating a white Toyota Tacoma in the Canby Park West area during suspicious hours. Upon intervention, Khan reportedly refused to comply with officers' orders to exit the vehicle and resisted arrest before being successfully detained. A subsequent search of his vehicle brought to light a disturbing arsenal:

  • Four loaded 27-round extended magazines

  • Binoculars, laptop, and a critical composition notebook

The Notebook: A Blueprint for Attack

According to reports from NBCPhiladelphia, the recovered composition notebook contained highly concerning handwritten plans. These notes detailed specific instructions for weapon usage and strategies designed to evade law enforcement in the aftermath of an attack. Perhaps most alarmingly, the notebook explicitly targeted and referenced a member of the University of Delaware Police Department by name. It also included a detailed layout of a building clearly marked as the “UD Police Station,” illustrating entry and exit points for a potential assault.

Home Search Reveals More Weapons

The investigation quickly escalated. Last Tuesday, investigators executed a search warrant at Khan’s residence in Wilmington, North Carolina. This search further uncovered a dangerous array of additional weapons, including a Glock 9mm handgun equipped with an illegal machine gun conversion device, hollow-point ammunition, a .556 rifle complete with a scope and red dot sight, and more ammunition. Officers also seized a two-plate tactical ballistic vest, alongside an additional ballistic plate. Law enforcement later shared images of these confiscated items on social media, underscoring the severity of the findings.

University's Response and Khan's Charges

University officials confirmed that Luqmaan Khan was indeed an undergraduate student at the institution. Interim President Laura Carlson released a statement affirming that the University of Delaware has taken immediate action, temporarily separating the student and enacting a ban from all UD campuses while legal matters proceed. Carlson reassured the university community that there are “no known or immediate threats” to their safety, but acknowledged the profound concern caused by the evidence of a plot specifically targeting the University of Delaware Police Department.

Khan was transported to the New Castle County Police Headquarters, where he was formally charged with resisting arrest, carrying a concealed deadly weapon, weapon violations, and other related offenses. He has been arraigned and committed on a $107,200 cash bail, with authorities subsequently turning him over to the FBI for further investigation and potential additional federal criminal charges.
