The simmering border tensions between Thailand and Cambodia have erupted onto the international stage, as both nations brought their grievances to a crucial United Nations meeting in Geneva. The ongoing session of the Anti-Personnel Mine Ban Convention, spanning Monday to Friday, has become an unexpected battleground for Bangkok and Phnom Penh to garner global backing for their respective positions, signaling a concerning deterioration in their bilateral ties.

Detained Soldiers & International Appeals

At the heart of the dispute lies the contentious issue of 18 Cambodian soldiers, allegedly detained by Thai forces for an astonishing 125 days. Senior Minister Ly Thuch of Cambodia, who also holds the role of First Vice-President of the Cambodian Mine Action and Victim Assistance Authority, vehemently described the detentions as “unlawful” during a sideline meeting with International Committee of the Red Cross (ICRC) vice-president Gilles Carbonnier. Thuch implored the ICRC to rigorously monitor the soldiers' welfare and exert international pressure on Thailand for their immediate release, citing commitments under both bilateral agreements and international law, specifically the Cambodia-Thailand peace agreement.

Thailand's Counter-Narrative & Truce Suspension

However, Thailand presents a contrasting narrative. Just last month, Bangkok announced the suspension of that very peace agreement. This decisive action followed a landmine explosion along the shared border, which severely injured a Thai soldier, an incident Thailand attributes directly to Phnom Penh. This tit-for-tat escalation at the UN talks underscores the precarious state of relations between the two Southeast Asian neighbors, with analysts warning of a “fragile place” in their diplomatic ties as they increasingly leverage international platforms to press their cases.
